In short, get the target population hooked on money by associating the basics of human existence (which we have destroyed) with money.

Warfighters at brigade, battalion, and company level in a counterinsurgency (COIN) environment employ money as a weapons system to win the hearts and minds of the indigenous population to facilitate defeating the insurgents. Money is one of the primary weapons used by warfighters to achieve successful mission results in COIN and humanitarian operations.

    I just found this document on an official military website while googling for the title.

    I find it pretty funny that this document was “leaked” to cryptome while it can be found on an official military website.

    Nobody said that it wasn’t available directly from the military, or that this was a “leak.” Most of the documents on Cryptome are public and available elsewhere.

    Unlike links to .gov and .mil domains, however, the Cryptome links don’t die.
