If oil is so essential and is getting rare, as they tell us from time to time, why would an enemy oil reserve be bombed rather than captured?

With all the oil that has been pumped out from underground already, is the land sinking due to the loss of mass beneath it?

When the surface water trickles down into those holes eventually, what will happen to the water table? Is the water table itself sinking in the Middle East? It is in Wyoming and Northern Maine.
