Sounds to me like the authorities made a stupid mistake that’s being covered up.
Maybe one of the air force’s alien friends got tired of having to dodge this guy and his cameras all the time so told the authorities he was up to something they should arrest him for? False accusations and weaponizing the law have been around since Adam and Eve and the snake.
