The U.S. Military’s Plans for London-Like Riots

These contingency plans are decades old. While this article does mention Operation Garden Plot, it doesn’t mention REX-84, which is also worth knowing about.

With British Prime Minister David Cameron authorizing the use of rubber bullets and water canons in wake of the turbulent London riots spreading through Britain, questions have been raised about how authorities in the U.S. would respond to a similar domestic disturbance threatening the nation’s stability. According to National Journal’s White House correspondent Marc Ambinder the U.S. already has a game plan in place. “If what happened in London ever happened in the US, the military has plans — CONPLAN 3501 and 3502 — to suppress the ‘insurrection,’ he tweeted. The mysterious reference to a numbered military plan generated a flurry of interest on Twitter as NPR host Michele Norris shot back:”I want to know more about the military’s plan to suppress any potential ‘insurrection.’– CONPLAN 3501 and 3502????”

Interestingly, the CONPLAN (which stands for an “operation plan in concept format” at the Pentagon) Ambinder referenced is a popular subject among conspiracy theorists and critics of martial law. According to the public policy organization GlobalSecurity.org, CONPLAN 3502 is the U.S. military’s plan for assisting state and local authorities in the event of a riot or major civil disturbance: “Tasks performed by military forces may include joint patrolling with law enforcement officers; securing key buildings, memorials, intersections and bridges; and acting as a quick reaction force.”

It derives its constitutional backing from Article I, Section 8 stating that “Congress shall have power… to provide for calling forth the Militia to execute laws of the Union, suppress Insurrections, and repel Invasions” and is rumored to have been activated during the aftermath of Hurricane Katrina, during the 1999 Seattle WTO riots and during the 1992 Rodney King riots in Los Angeles. But, according to Nate Jones at the National Security Archive, “because historic Garden Plot activity was classified and current activity likely remains so, it is difficult to discern exactly how many times Garden Plot was evoked.”

    Despite what I’m going to say, I’m not saying don’t relax, assuming everything is fine. It could be. Or it could be a very bad situation brewing.

    Despite as many vehicles as we saw, there weren’t enough to occupy any major metro area in the US. For a tactical assault to work, the military would need to move in, seize control over the utilities (power, water, phones, internet, cable and TV). Once (or while) that has been accomplished, then you have to control movement of the civilians in the combat zone.

    They’d target the major metro areas, with the highest population density. Rural areas receive a good bit of their utility (outlined above) from the nearest metro area. As one of the videos shows vehicle movement in the San Diego area, it could be assumed that the South California “megapolitan” area has a population of 27.5 million people. That would cover Los Angeles, San Diego, Orange County, and the Inland Empire. Lets put that in perspective. The population of Iraq is 30 million people. They (the Iraqis) know that they are faced with far superior firepower, technology, and organization. Even still, we had 150,000 troops deployed in the area. If there were a military conquest, with the number of vehicles shown, it wouldn’t even be a fight. Hell, LA gangs could take them out in a matter of days.

    For what we saw, they may be able to take control of just the downtown Los Angeles area. That little chunk with the tall buildings, not the huge surrounding populated area.

    Regardless of the civilian vs military numbers, *IF* (and it’s a big if) the military tried to seize any metro US area, you would see scores of troops switching sides to protect the civilians.

    I’ve gone through the war games with several experienced people. There is no “win” scenario. If the US Gov’t deployed every single military troop from every branch on US streets, civilians would be massacred, soldiers would switch sides, and there would be huge losses on both sides. All it would end up being is a population reduction exercise, with huge losses on both sides, including civilian casualties, military casualties, infrastructure damage, and heavy equipment losses.

    If they’re all destined for the same place, and they’re all serviceable, I’d say it’s likely a battalion strength training exercise.

    There were far more support vehicles than combat vehicles on those trains.

    In the second video, there were 38 Stryker APC’s.

    The mix of jungle and desert colors could likely be either they don’t care about the color (it doesn’t matter much for training), or they’re doing mixed jungle/desert training.

    The US Army operates 7 Stryker brigades with 2,788 Strykers. So they 38 that you saw was a whopping 1.4% of the total strength.

    They could be retired vehicles going off to auction.. Some of these auctions sell the de-militarized vehicles outright. Others sell the scrap value. They aren’t allowed to sell the cannon attachments, which I believe I saw two on one of the train. The company winning the auction is usually required to destroy it on-site and then transport it.

    Also, 1st Armored Division, is moving to Ft. Bliss, TX (near El Paso).

    I’d wager those are worn out and/or surplus vehicles, being moved for repair, auction, or destruction.
