Might be the time for peoples who grow food to adjust their ways of thinking. When you have lots of water, find a crop that thrives on it. And in drought, vice versa. Plant according to the conditions.
That's a huge shift in the thought that has to go into a big farming operation, but one I think as humans, we will need to learn to adapt to.
If plan A doesn't work, have a back up. But keep the land productive. Flexibility in our farming ways.
Interesting story on urban farming:

How much of this article is perception management?

Are market prices driven by perception of value?

Are markets acting as portals of perception enacting real world manipulation?

Is money acting as a force of material manipulation through group perception and intent?

Is ‘magic’ focused intent?

The good news is that vegetable gardening is starting to become zeitgeist, with all the other "green" acoutrements. I read all these stories about people chopping up their lawns to grow tomatoes and beans; and more and more people I know comment about experimenting with growing on their property. This year it's an experiment, next year it'll be a hedge, in 2010 it'll be part of the commong work week.
